Club owner Dan Sucu and technical director Viorel Moldovan have both stated their desire to sign the out-of-favour playmaker this summer.
Hagi, 25, returned to Rangers this summer after a loan spell in La Liga with Alaves. He has since been involved in bounce matches with the Rangers B team.
But the Romanian has not featured under Philippe Clement with Hagi widely expected to depart Glasgow in the near future.
The owner commented on Hagi as he unveiled Marius Sumudica as the new manager of the team.
Rapid Bucharest technical director Moldovan added: “Ianis Hagi is a player of great value, I think every club wants him.
“There are certain discussions, I hope he is interested in coming to Rapid, that’s the most important thing.
“Who wouldn’t want Ianis Hagi?”
Quizzed on the possibility of Hagi’s contract being ripped up, Philippe Clement previously stated: “That’s a rumour. Not one that I have heard until now.
“I am not busy all this time with what amount of money a player is going out or coming in or all those things – that is not my job to do.
